House Passes Fee on Petroleum Products - Equivalent of 4 Cent-a-Gallon Gas Tax HIke

The House just voted, 51-44, to adopt HB 1614, a new fee on petroleum refined in Washington. It looks like a tax to me.
It now goes to the Senate.
